Urgent Action Needed by Pennsylvania Animal Advocates for HB 869! HB 869 is a packet of animal welfare bills.
The Pennsylvania Farm Bureau is lobbying ALL State Representatives to vote it down because it does not like the language regarding tethering of dogs! Voting ends Wednesday, October 26th. Time is of the essence.
Call Your Representative ASAP tomorrow! Find your Representative at http://www.legis.state.pa.us/. Ask him/her to support HB 869 WITH the Alloway Animal Protection Package Amendment.
House Bill 869 passed out of the Pennsylvania House Rules Committee today and is headed to the House tomorrow for a vote and only one step away from becoming law. HB 869 has a packet of animal welfare bills:
SB 1372-Libre’s Law which would increase penalties for heinous animal cruelty acts.
SB 294-Cordelia’s Law which Law would add protection for horses. The current maximum penalty for horse cruelty is a summary citation, similar to a traffic ticket.
Senate Bill 373 which would prevent tethering outside 24/7 and in inclement weather.
HB 869 was originally introduced by Representative Bizzarro (D-Erie) to amend Title 18 (Crimes & Offenses) Cruelty to Animals through a requirement that convicted animal abusers must forfeit custody of their pets. Senator Richard Alloway (R-Franklin/Adams/Cumberland/York) recently added an amendment to this bill to include the other bills mentioned.
The problem: the Pennsylvania Farm Bureau is lobbying ALL State Representatives to vote it down because it does not like the language regarding tethering of dogs!
Voting ends tomorrow, Wednesday, October 26th and this great package of animal welfare bills will die if not passed by the House! Tomorrow is the last day to make HB 869 pass into law.
What must be done Immediately:
Pennsylvania Animal Advocates MUST CALL their Representatives tomorrow!! Ask them to support HB 869 with the Alloway amendment. Be polite and explain the importance and the timing of this vote to better protect animals in the state of Pennsylvania.
“We’re running out of time, so we wanted to get this done before the end of the year. These are bills that most folks agree to and think are reasonable,” Sen. Richard Alloway said.

I called my reps. Did it pass? I haven’t heard anything. My reps seemed as if they were going to vote yes. I sure hope so! Thanks for reminding us.

I called but don’t think my representative planned to vote for HB 869. I hope I’m wrong. Anxiously waiting.
Animal advocate says
Wth is going on with the house of rep? Are they going to bring up this bill??
Tina Evangelista-Eppenstein says
The House will reconvene tomorrow morning beginning at 9 AM. Hopefully, HB 869 will be brought up for a vote. Please feel free to email, fb, and tweet your Representative until then.
It is disappointing but not all hope is lost.
Thank you.
