Pennsylvania residents helped to get House Bill 2525 passed last October and become law, now known as Act 119. This law will make life better for many dogs who live their lives in puppymills. Although we won the fight, the war is not over.
Our voices need to be heard again. House Bill 39 is now before the House of Representatives. This bill sponsored by Rep. Thomas Caltagirone would make it illegal for all non-medical personnel, including puppymill farmers, to perform surgical procedures such as c-sections, tail docking and debarking.
This bill had been introduced during the last session as HB 2532 but it didn’t pass as law. It is extremely important for this legislation to pass this time around. There may be a vote as early as this week. Time is of the essence.
