PA RESIDENTS – Do you want to see the end of chained dogs for long periods of time? Are you sick and tired of seeing dogs tethered to a chain 24/7 with no freedom or interaction with others? Do you want to know what you can do to help?
House Bill 481 was introduced in the PA House of Representatives on February 17th, 2015 by Rep. David Parker. The bill has been sent to the House Judiciary Committee. Now, the bill needs the public’s help by calling our State Reps and letting them know that this bill must get passed. It has been over 10 years since any anti-tethering legislation has been passed regarding tethered dogs, according to UnchainPaDogs. The following will apply to chained dogs with HB 481:
- Prohibits tethering a dog outside between the hours of 10:00pm and 6:00am.
- Prohibits tethering during periods of temperature below 32 degrees Fahrenheit or above 90 degrees Fahrenheit or when a weather advisory or warning has been issued by the National Weather Service.
- Requires proper fitting collars; no prong, choke or pinch collars.
- Minimum tether length; no chains.

On February 3rd, 2015, Senator Richard Alloway also introduced similar legislation (SB 373) in the PA Senate. SB 373 consists of the following:
- Dog must be monitored while tethered.
- No tethering when a severe weather warning has been issued by the National Weather Service or if the temperature is below 32 degrees Fahrenheit or above 90 degrees Fahrenheit for a continuous period of 30 minutes.
- Non-choke type collars must be used; the tether must not become tangled around the dog or other objects.
- Tether must meet minimum length requirements and must not be thicker than 1/8 of an inch.
- Specific shelter requirements (dimensions, material of constructions, bedding, etc.).
SB 373 was sent to the Senate Judiciary Committee.

Why can’t lawmakers see how necessary this bill is? Why do they ignore the obvious? Allowing pets to remain tethered to a chain for all of their life is cruel and inhumane. Why have a dog? I sure hope they pass the bill this year!

I don’t see anything wrong with keeping my dog tied outside during the day. He loves it outside. I take him for car rides too. This bill seems a bit unfair.

A no-brainer but not to our lawmakers. Can anyone explain why Pa lawmakers take so long to pass one piece of animal legislation. It’s too simple. Who would thing fringe upon?

The lawmakers sure do take their good ole” time changing laws in Pennsylvania. What are they so odd? I know we need to put people first but animal laws are rarely changed in the state. So it isn’t like we’re asking them to make new laws all the time. We also know they’re paid by lobbyists NOT to vote a certain way. Money talks and animals suffer.
