The Pennsylvania House of Representatives passed HB 869 amending the crimes code regarding cruelty to animals. The bill sponsored by Ryan A. Bizzaro (D) Erie County, would ensure animals involved in the most severe cases of animal cruelty do not return to neglectful conditions.
HB 869 would eliminate a judge’s discretion relating to the forfeiture of animals to the SPCA’s and other animal organizations in guilty verdicts on the misdemeanor and felony level. It would amend the Title 18 of the Pennsylvania Consolidated Statutes.
PSPCA‘s Director of Humane Litigation, Rebecca Glenn-Dinwoodie, Esq. said, “A victim of animal abuse should never be returned to their abuser.”
Of all those who voted on BH 869, all voted yea.
If the bill passes in the Senate, language in the law will change from judge “may” to judge “shall” order the surrender of animals subject to abuse in misdemeanor and felony charges.
This bill will give animals the best chance at a better life.

good news; however, HB 869 needs to pass in the Senate. Pennsylvania is known for not passing good animal legislation and taking forever to pass anything. Let’s hope we have no problems with this bill passing.

I’m tired of PA barely passing animal legislation. Backwards!
“A victim of animal abuse should never be returned to their abuser.” Why do judges return animals to their abusers? I think police and judges need to be trained on proper protocol for victims of abuse. Animals can’t talk so we need to be their voices. This is why police shoot dogs first and ask questions later. They need to be trained that all dogs aren’t going to bite. They need to learn a dog’s body language.

Animal abusers shouldn’t have their pets returned to them. Abusers tend to abuse animals first and proceed to humans. That doesn’t always happen but there is a pattern of it.
