Wednesday, September 28th in Harrisburg, Pennsylvania, a “Rally for Libre’s Law” will be held on the Capitol steps.
Senator Rich Alloway, representaives from the Humane Society of the United States, Speranza Animal Rescue and special guest, Libre himself will be in attendance.
Libre’s Law comes on the heels after Libre, a 4-month old Boston Terrier puppy, was found near death’s door in a puppy mill in Lancaster County, PA on July 2nd. Had it not been for a produce driver/Lancaster County SPCA volunteer, Libre would’ve died from dehydration, starvation, and in infected open wound with maggots. Libre’s case has made national and international news with public outrage from many because no charges were filed against the owner of the puppy mill. Subsequent charges have been filed by the Lancaster County District Attorney, Craig Stedman.
Because of what happened, Senator Alloway and the HSUS have teamed up to create Libre’s Law which will better define what animal neglect is and to create stiffer penalties instead of the usual slap-on-the-wrist animal abusers receive in the state of PA. Changes have been needed for a long time.
A press conference will be held at 12 Noon.
The Rally for Libre’s Law will be at 12:15 PM.
Participants are asked to officially register through Senator Alloway’s web site. Additional information and an official registration link will be posted soon.
In the event of rain, the rally will be held at the Capitol Rotunda.

You would have to ask the organizers of the rallies. I don’t have an answer except to say this may be the best time to get all of the people involved with the rallies together.

I’ll believe it when I see it. Animal legislation in Pennsylvania takes too long to get passed. I won’t hold my breath for this bill either. It sounds good theoretically. We need stiffer penalties for people who commit animal cruelty but Pennsylvania still lags behind the nation with animal abuse laws. I hope I’m wrong and I hope this Bill gets passed very quickly.

There is truth in what you write. My hope is this bill will pass quicker than others due to all of the recent cases of animal abuse in Pennsylvania. We have legislators who are tired of the penalties as well as the Lancaster County DA. Perhaps with the added pressures of these people, Libre’s Law will move more quickly to become law. It is so badly needed.

yay! We need this in pa. Animals are suffering and all that ever happens is the slap on the wrist. Put them in jail for a long time!!!!! Please do something substantial and don’t take itty bitty steps for punishment. That will be just as bad as what we have now in place for animal abusers.

Libre, you poor sweetheart. Seeing this photo of you reminds of the heartbreak we all felt for you. I can’t believe how good you look and how happy you are! I hate when people lie. Sue Martin of the LCSPCA said nothing was wrong with him despite looking like this and then refuses to charge the puppy mill owner for animal cruelty. Why can’t they remove her from office? It shouldn’t matter that she owns the place. She’s putting animals in danger. Libre almost died. Hours away from death. Why is Martin still working as the executive director? Something stinks!

I love you Libre. You are a true miracle. How many other puppies are dying in puppy mills as I write this. It’s so sad to think about but it’s also the truth. :'(
