Virginia Justiniano also known as “Ginny” was arrested last Wednesday for animal cruelty in Pine Grove Township . It appears Ginny violated her probation by having at least three cats in her home (pictured above). A ferret was also found.
She had been charged with over 100 animal cruelty citations because of starved and dead cats and some frozen to the ground at her “No Name Sanctuary” in Pine Grove in 2009. In that case, Ginny pled guilty and was sentenced to probation and “ordered not to have any animals for 10 years”.
From what I know about the original case, I was told the scene was quite bad with all of these cats not being taken care of. I had heard there was plenty of cat food but the cats weren’t being fed.
Ginny did not act alone. Her fiancee, Andy Oxenreider, had also been charged with mistreating not only cats but chickens, ferrets, geese and a deer at the sanctuary.
Now these two were found to have at least three cats in the above home which was found to have cat and dog feces and urine everywhere. SPCA officials said it was horrific and they didn’t know how anyone could live there.
First, I want to know why Ginny only received probation with more than 100 animal citations against her. Did the justice system fail in this case as well as others when it comes to animal cruelty? How do we send a message to these offenders if they only get a slap on the wrist?
Second, it is obvious Ginny needs help. How could someone who has been arrested and charged with animal cruelty and told NOT to have any animals for 10 years have any pets in her possession? Clearly Ginny has a mental issue.
From what I heard, Ginny ran No Name sanctuary very well for awhile and her intentions were good. But something went terribly wrong. What that is, is merely speculation on my part. Is she a hoarder who can’t stop herself from collecting animals? That would seem indicative of someone who was supposedly running a shelter for cats but not providing proper food/water and shelter. Or is it something else? And if so, what is going on with this woman?
This is a sick woman , in my opinion , who deserves jail time this time around. Oxenreider deserves the same sentence. These two should never be allowed to have pets of any kind in their lives. They have proven they are not capable of taking care of animals- period.
I only hope the courts see it this way this time around. Time to take animal cruelty cases seriously so it may send a message to other offenders. No more slaps on the wrist. Serious jail time is definitely needed.

If what they say is true, the proper authorities let all of these victims of animal cruelty down and I find them just as guilty for allowing this to happen. But only if what is said is true.
We must make these people be held accountable for their cruel actions against animals. If people can get away with cruelty, they will and they do.
