A Rally for Libre’s Law will be held on September 28th on the Capitol Steps in Harrisburg, Pennsylvania. This rally is to introduce legislation sponsored by Senator Rich Alloway and the HSUS in honor of Libre, the 4-month-old Boston Terrier puppy who was found near death at a puppy mill in Lancaster County, PA on July 2nd.
No charges were filed against the owner of the puppy mill but subsequent charges were filed against the owner by the Lancaster County DA, Craig Stedman.
Speranza Animal Rescue who rescued Libre and Libre, himself, will be in attendance.
Libre’s Law comes on the heels after Libre, a 4-month old Boston Terrier puppy, was found near death’s door in a puppy mill in Lancaster County, PA on July 2nd. Had it not been for a produce driver/Lancaster County SPCA volunteer, Libre would’ve died from dehydration, starvation, and in infected open wound with maggots. Libre’s case has made national and international news with public outrage from many because no charges were originally charged against the kennel owner.
Because of what happened, Senator Alloway and the HSUS have teamed up to create Libre’s Law which will better define what animal neglect is and to create stiffer penalties instead of the usual slap-on-the-wrist animal abusers receive in the state of PA. Changes have been needed for a long time.
A press conference will be held at 12 Noon.
The Rally for Libre’s Law will be at 12:15 PM.

They bring awareness of a topic/event. They can bring people together for a common cause. Rallies can get the attention of the media and bring light to the cause they’re supporting. They garner more attention than perhaps one person is able to do for a cause.

There is parking all around the capitol. Go early to get a better spot. I use Harrisburg Capitol on my gps and it knows where to take me.
