On July 8, 2010, State Senator Richard Alloway II (R-Adams, Franklin and York Counties) and Senator Andrew E. Dinniman (D-Chester and Montgomery Counties) introduced Senate Bill 1435. Joining them so far in support of this legislation are the following co-sponsors: Senators Washington, Ferlo, Costa, O’Pake, McIlhinney, Logan, Wozniak,Musto, Rafferty, Erickson, Farnese and Leach.Please contact your state Senator today. Urge them to co-sponsor SB1435. SB1435 is a reasonable and responsible bill that would limit the number of hours a dog can be tethered outside within a 24 hour period. (Dogs would not be permitted to be tethered outside unattended between the hours of 10 pm and 6 am, or when a weather advisory has been issued.) In addition, the following protections would be in place during the hours a dog is permitted to be tethered:
Tether must not become entangled
Minimum tether length (the greater of 6 feet or 5 times length of dog)
Tow chains are not permitted
Proper fitting collar or harness
Protection from direct rays of the sun (requirement for shade) As an animal advocate you know the harm caused by continual tethering and the difficulty in prosecuting these cases under the current PA cruelty laws. Long-term tethering is cruel to dogs, creates a danger to the public, and imposes costs on our shelters and enforcement officers that our communities can no longer afford. The Pennsylvania Coalition Against Tethering, and Dogs Deserve Better are proud to be the face of the anti-chaining movement, but we need your help. Please contact your state Senator today.
